Dr. Rey Runtgen Martin Leones del Rosario, also known as Dr. Reyron is a peace diplomacy and leadership innovation advocate. He is a Filipino national from the Philippines. He is a political strategist, publicist, writer, educator, and entrepreneur.
Dr. Reyron del Rosario garnered Doctor of Business Administration and Doctor of Philosophy in Education Major in Institutional Resilience and Sustainability at St. Paul University- Manila. He priorly achieved Master in Public Administration from the Lee Kuan Yew School of Public Policy in the National University of Singapore as a recipient full scholar of the Li Ka Shing Foundation. He is a candidate of Doctor of Philosophy in Development Studies and earned Master of Arts in Education Major in Educational Leadership and Management at De La Salle University- Manila. His Bachelor’s Degree in Consular and Diplomatic Affairs was attained at De La Salle- College of Saint Benilde.
With his aspiration to demonstrate social change, Dr. Reyron del Rosario founded NGOs that advances participatory development to public service as a force for good. He raised consciousness to issues that are imperative to inclusive and sustainable peace development by pioneering creative programs. He serves as the Founding Chairman of the International Peace Diplomacy Corps, Inc. (IPDCI), an NGO that promotes education awareness campaign through conversations, dialogues, and conventions. He also serves as the President of the Philippine Innovation Entrepreneurship Mission, Inc. (PIEMI), an organization that promotes leadership innovation through entrepreneurship.
His exposures to the United Nations Organization, shaped his views on the importance of global solidarity and international relations towards the achievement of lasting peace. He represented the International Peace Diplomacy Corps, Inc. (IPDCI) to the United Nations ECOSOC Youth Forum in 2018 in the United Nations Headquarters as an NGO leader. He was an intern in 2007 to the WFUNA in the UN Office in New York in 2007 shortly after his attendance to the Harvard MUN as a recipient of Harvard International Relations Council. In 2006, he attended VIMUN which took place in the UN Office in Vienna coinciding sideline conventions with the Diplomatic Academy of Vienna. In 2008, he was a delegate to GIMUN NGO in Palais des Nations, UN Office at Geneva. His participation solidified his vast knowledge on the valuable purposes of the UN and its global impact to modern socio-political and economic arrays.
Dr. Reyron Del Rosario was awarded to represent the National University of Singapore as a Fellow in the Asian Universities Alliance Lecture Series 2021, hosted by Tsinghua University. He was an ASEAN Fellow in the Asia-Euro Policy Fellowship (2017–2018), making him a visiting scholar at the National Graduate Institute for Policy Studies (GRIPS) in Tokyo and L'École des Hautes Études en Sciences Sociales (EHESS) in Paris. In 2014, Dr. Reyron was an Asian Graduate Student Fellow at the Asia Research Institute in Singapore.
Dr. Reyron del Rosario authored several books published in the Philippines. These publications are classified as books (softbound), non-books (DVD), and e-books (e-pubs) under the National Library of the Philippines, Bibliographic Services Division, ISBN National Center. The International Peace Diplomacy Corps, Inc., and the Philippine Innovation Entrepreneurship Mission, Inc. are registered publishers in the National Library of the Republic of the Philippines.
As a published author, he conceived the concept of Pinoy leadership innovation based on his experiences. Former US Ambassador to the Philippines, H.E. Harry Thomas Jr., lauded that “famous New York Mets manager Casey Stengel once said, “Finding good players is easy. Getting them to play as a team is another story.” Mr. Del Rosario’s book about “Pinoy Leadership Innovation” demonstrates just that—true Filipino leaders must not merely gather good people but also transform them into a cohesive unit that can and will produce sustainable and innovative projects and ideas.” Other publications are as follows: (1) Pinoy Peace Mission: A Business Philosophy in the 21st Century; (2) United Nations Millennium Development Goals: Combating Development Concerns in the Philippines; (3) Development: Contentious Issues in the Contemporary World; and (3) International Migration and Diaspora: Challenges of Public Policy. Dr. Reyron del Rosario was a board trustee in 2016 of the Public Relations Society of the Philippines in 2024 and has been a member since 2016. He is a business mentor at the Philippine Center for Entrepreneurship-Go Negosyosince 2017 and Philippine Trade and Industry since 2012. Additionally, he is a professional member of the Philippine Educational Measurement and Evaluation Association, Inc. (PEMEA); a lifetime member of the International Congress of Innovation-Based Educators and Researchers; and a member of the Philippine Historical Association and the Philippine Association of Language Teachers.He served as a director in 2015 to 2016 of the Junior Chamber of Commerce (Jaycees) in Makati.
Dr. Reyron del Rosario received the title of the Philippines’ Man of Iconic Achievements in the Field of Public Service and Most Outstanding Humanitarian Hero in the Gintong Parangal 2024. He was a finalist of the 2017 Asia CEO Awards under the category of Young Leader of the Year.
Dr. Reyron was a recipient of an academic scholarship grant from an academic scholarship grant from the Li Ka Shing Foundation in 2021 to 2022. He was a volunteer with the World Federation of United Nations Association at the United Nations Headquarters in February 2007. He passed the Diplome D'Etudes en Langue Francais DELF A1 by the Ministry of National Education, Republic of France, and garnered the Certificat de Langue Francaise- Niveau 1 du Conseil de l’Europe.
In the Philippines, he was a recipient of the 2005 and 2003 Senate Legislative Internship Program of the Philippine Senate under the Office of Senator Miriam Defensor Santiago and the Office of Senator Ramon Magsaysay Jr., respectively, in the Senate of the Republic of the Philippines.
Dr. Reyron del Rosario studied Spanish at the Instituto Cervantes of Manila [Levels A1, A2, B1, B2], French at the Alliance Française de Manille [A1, A2, B1], and German at the Goethe-Institut [A1.1] in the Philippines. He received from the Ministry of Education in Paris, France, the Diplome d'Etudes en Langue Francais DELF A1 (2007) and the Certificat de Langue Francaise, Niveau 1, du Conseil de l’Europe (2007).
Dr. Reyron del Rosario is the host of the IPDCI News Channel, and served as an Op-Ed columnist in Modern Diplomacy based in Bulgaria, Europe. He was formerly a columnist for Paulines Magazine, the Magazine of Daughters of St. Paul of the Phil-Malaysian-PNG-Thai Province for the Lay Collaborators, International Publication (2003–2007).
